1. How can an agency / country apply for ADP support?

Participation in the ADP starts with informal contacts with the ADP team. Such contacts are typically (but not necessarily) initiated by the national statistics office. Please contact us at adp@ihsn.org for more information.

2. Does the ADP program oblige participating agencies to publicly disseminate microdata?

No. The data producers keep full ownership of their data and decide on the most appropriate dissemination policy, within the framework of the national legislation. The ADP and IHSN provide recommendations based on three levels of accessibility: public use datasets, licensed datasets, and datasets available in data enclave only. This being said, the objective of ADP is to foster better use of data, and therefore promotes the wider accessibility to data by the research community.

3. How much funding is available?

The amount allocated to a country depends on the specific work program agreed with the ADP team. Funding from ADP is limited but can be very quickly mobilized at country level. The ADP funds can trigger additional funding by other sponsors.

4. How long does it take to implement ADP in a country?

The country work programs are typically designed in such a way that the agreed activities are implemented in 12 to 24 months. If ADP support is limited to a very specific activity, this period can however be much shorter.

5. How long does it take to obtain ADP support?

The procedure has been simplified to allow fast decision and implementation. Once a formal request from a country is approved, the country work program can be finalized within eight weeks, after which implementation starts immediately.

6. Who finances the ADP?

The ADP is mostly financed by the World Bank Development Grant Facility through a grant to the PARIS21 Secretariat at the OECD. The various partners of ADP also contribute to financing some specific activities in countries (GTZ, CES/Luxembourg, Macro Itl).

7. What kind of support can ADP provide?

ADP provides specialized training, technical assistance (national and international consultants), and acquisition of software and hardware. It can also support the participation of counterparts in relevant international conferences, and regional cooperation activities in the area of microdata management and dissemination.

8. Can ADP finance a survey?

In certain circumstances, ADP (Task 3) can contribute to the implementation of surveys (data collection, processing or analysis). In all cases however, the ADP funds will be limited and will only complement the other sources of funding.

9. Can ADP provide support to national accounts?

No. ADP is strictly related to the documentation, preservation, dissemination, harmonization, collection and analysis of microdata (from censuses, surveys or administrative data collection systems). Activities that are not directly related to these areas will not be supported by the ADP.
